Responsibilities

The Office of the City Secretary maintains the official records of the City of Mont Belvieu and also conducts city elections. The City Secretary is responsible for all applications for new industrial activity, oil and gas wells, and pipelines.

Some areas of responsibility for the City Secretary include:

  • Property and liability insurance
  • Resolutions
  • Proclamations

The federal Freedom of Information Act (FOIA) and State of Texas statutes support your rights for public information. Texas Government Code, Chapter 552, gives you the right to access government records; and an officer for public information and the officer's agent may not ask why you want them. All government information is presumed to be available to the public. Certain exceptions may apply to the disclosure of the information.

380 Agreements

The City of Mont Belvieu uses Chapter 380 Agreements to assist with economic development in our area. All of the City's current 380 agreements can be found on the Texas State Comptroller's Chapter 380 and 381 Agreement Database.

Public comments at city council meetings

A statement of no more than five minutes (agenda) or five minutes (non-agenda) items may be made on items of general relevance. One deferral will be allowed for anyone wishing to delegate their time to another person up to a maximum of ten minutes on non-agenda items. In no case shall anyone speak for more than ten minutes. 

Please note, Texas state law prohibits the Mayor and members of the City Council from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Law. Comments should be directed to the entire council, not individual members.

If a resident wishing to speak during public comment or a public hearing desires to have a presentation or other digital media available as a part of their comments, those files must be submitted to meetings@montbelvieu.net no later than 12:00 p.m. on the date of the posted meeting. No digital materials will be accepted after this time or in person via USB drive at the time of the meeting.
